| 波谲云诡的国际形势，战略（关键）矿产已成为各国贸易争端焦点。我国已将“资源安全”纳入16个国家安全之中。本文在系统梳理全球主要经济体战略（关键）矿产资源策略的基础上；针对我国战略矿产资源供应链产业链存在的四大堵点和难点，提出了四个方面建议：①顶层设计、整合资源，推动国有地勘单位深度改革，着力建设具有国际竞争力中央所属的国有地质勘查企业集团，履行央企职责，承担极端条件下战略矿产资源安全保障特殊功能；②战略布局，高起点，着力打造战略矿产资源安全保障产业链链长，全面协调打通供应链产业链的堵点和难点；③部委协同，系统梳理，着力推动战略矿产资源安全保障法治体系建设；④生态先行，资源环境并重，着力推动生态保护与资源安全“双轮驱动”。 |

| The treacherous international situation, Strategic (key) minerals have become the focus of trade disputes. China has brought “Resource security”into the security of 16 countries. This article is based on a systematic review of the strategy (key) of mineral resources in major global economies; In view of our country strategic mineral resources supply chain industry chain existence four big blockages and the difficulty, Four areas of advice were put forward: ①Op-level design, integration of resources, promotion of in-depth reform of state-owned geological prospecting units, efforts to build state-owned geological prospecting enterprise groups under the central government with international competitiveness, and fulfilling the responsibilities of the central government, to undertake the special function of ensuring the safety of strategic mineral resources under extreme conditions; ②Strategic Layout, high starting point, focus on building strategic mineral resources security guarantee industry chain length, comprehensive coordination to break through the supply chain industry chain blocked points and difficulties; ③Coordinate with the ministries and departments, systematize and promote the construction of the rule of law system to ensure the safety of strategic mineral resources; ④Ecological first, resources and environment, to promote ecological protection and resource security, “Two-wheel drive.” |
